The 2025 Annual Report reveals a market finally hitting its stride, doubling storefronts and moving billions as the legal “shield” tightens.
New York’s regulated cannabis industry has officially crossed a historic threshold, surpassing $2.5 billion in total adult-use retail sales since the first legal sale in 2022. The newly released 2025 OCM Annual Report paints a picture of a market in high gear, recording a defining year of “record growth” and rapid retail expansion that has successfully begun to siphon the city’s demand away from illicit operators.
The Doubling Effect: 556 Stores and Counting
The biggest driver behind the billion-dollar surge is pure accessibility. Storefront access nearly doubled year-over-year, growing from 261 dispensaries in 2024 to 556 licensed retailers by the end of 2025.
- Operational Velocity: Through November 2025, the OCM processed a staggering 2,362 licenses and 798 license renewals across its adult-use and medical programs.
- Consumer Trust: This expansion has reinforced consumer trust in the “tested and regulated” market, providing a safer alternative to the thousands of unlicensed shops that previously dominated the five boroughs.
The Equity Engine: More Than Just a Goal
While other states have struggled to turn “equity” into actual businesses, New York’s data shows a foundation built on inclusivity.
SEE Domination: Currently, 55% of all adult-use licenses are held by Social and Economic Equity (SEE) businesses, exceeding the original goals of the MRTA.
- Retail Ownership: The numbers are even higher in the retail sector, where SEE entrepreneurs hold 77% of all retail dispensary licenses.
Diversity in Leadership: Among these equity licensees, 57% are women-owned and 50% are minority-owned, proving that the “New York model” is creating a diverse class of new business owners.

The Enforcement Shield: $20 Million Seized
You can’t have a $2.5 billion legal market without aggressive enforcement against the illicit one. The report highlights that “strong enforcement is essential to a successful marketplace”.
Total Seizures: In 2025 alone, the OCM completed 2,017 enforcement actions, resulting in over $20 millionworth of illicit cannabis products being removed from the streets.
The “Order to Seal”: Investigators issued 89 Orders to Seal and 180 Notices of Violation, effectively padlocking the most flagrant unlicensed operators.
Volume: Over 3,787 pounds of illicit product were seized year-to-date through December 2025, protecting both public health and the bottom line of legal shop owners.



Reinvesting the Green: The $5 Million Payback
For the first time, New Yorkers can see exactly where their cannabis tax dollars are going. The first major reinvestment of tax revenue began at scale this year.
- Youth Grants: The Community Grants Reinvestment Fund (CGRF) awarded $5 million to 50 youth-serving nonprofits ($100,000 each).
- Repairing the Harm: Over 82% of these awards went to organizations serving zip codes disproportionately impacted by past cannabis prohibition, funding everything from mental health services to workforce development.
